So why do we refer to someone who is addicted to alcohol or pain pills as having a “substance abuse” problem? Harvard’s John Kelly, director of the new Recovery Research Institute at Massachusetts General Hospital, made that point this week at what was billed as the first-ever White House summit on drug policy reform.
